Experienced Leadership Executive Management Randy Black CEO, President & Vice Chairman Mr. Randall E. Black, also known as Randy, serves as Director at Federal Reserve Bank of Philadelphia. Mr. Black has been the Chief Executive Officer of Citizens Financial Services, Inc. and First Citizens National Bank since April 20, 2004. Mr. Black is President of 1st Realty of PA, LLC, a subsidiary of First Citizens Community Bank.
